Mr. CHI, a senior partner of Tiantong Law Firm, was a presiding judge of the Company Liquidation and Bankruptcy Tribunal of Shenzhen Intermediate People’s Court, member of the drafting group of the Judicial Interpretations of the Supreme People’s Court on Enterprise Bankruptcy Law, and member of the Working Group of the Supreme People’s Court on Construction of Enterprise Bankruptcy Reorganization Information Platform.

Mr. CHI has abundant experience in adjudication of bankruptcy cases. During his tenure as a judge, Mr. CHI tried numerous significant, complicated bankruptcy cases, such as the first reorganization case of listed company (i.e., Shenxin Taifeng (000034))in the history of Shenzhen Intermediate People’s Court, many reorganization cases of the Old Third Board companies (e.g., Shenzhen Jintian, Shenzhen Zhonghao, Shenzhen Overglobe, Huasheng Science-Technology), and reorganization cases of Shenzhen Shuizhi Industry Development Co., Ltd. and Shenzhen Guoji Real Estate Development Co., Ltd. Among others, the reorganization case of Shenzhen Zhonghao and Shenzhen Shuizhi Industry were included by Guangdong Provincial High People’s Court in the list of top 10 typical cases of hearing bankruptcy cases according to law to promote the supply side reform . Mr. CHI helped establish Shenzhen’s law system of bankruptcy including the hierarchical management system of bankruptcy administrators and administrator assistance system.

Before joining Tiantong, the bankruptcy reorganization team led by Mr. CHI acted as the administrator or legal advisor for a number of reorganization cases of Old Third Board companies, principal legal advisor for the financial institutional creditors committee of the Dongbei Special Steel reorganization case, and legal advisor for the reorganization case of listed company Sichuan Lutianhua Co., Ltd. (000912).

Mr. CHI has participated in the formulation of judicial interpretations and judicial policies on bankruptcy law and the judicial interpretations of the Supreme People’s Court (SPC) on Enterprise Bankruptcy Law, the system of SPC bankruptcy reorganization information platform construction and the drafting and demonstration of judicial interpretations on shift from enforcement to bankruptcy. In terms of bankruptcy law theory, Mr. CHI has done a lot of research, taken part in the creation of academic works on bankruptcy law organized by SPC and Shenzhen Intermediate People’s Court, and published a dozen of research papers in national and core journals including Journal of Law Application, Guide on Commercial Trial and SJTU Law Review.
